A2A and MCP are splitting the agent stack — and that changes who wins

The most important AI shift right now is not another model benchmark. It’s protocol layering: MCP for agent-to-tool access, A2A for agent-to-agent coordination, and foundation governance turning interoperability into a procurement issue.
The loud AI conversation is still “who has the strongest model.”
The useful AI conversation is now “who can run mixed-vendor agent systems without breaking governance.”
That is why protocol news matters more than it sounds.
The stack is separating into two layers
Google’s A2A launch framed a protocol for agent-to-agent collaboration across frameworks and vendors. Anthropic’s MCP work, now broadly referenced across ecosystem tooling, addresses a different problem: how one agent connects to tools, data, and external systems.
So the most practical way to read the market is:
- MCP = vertical integration (agent <-> tools/data)
- A2A = horizontal coordination (agent <-> agent)
These are not mutually exclusive. They are complementary.
And that split matters because enterprise workflows are never single-agent for long.
Why Linux Foundation governance is not a footnote
Google launching A2A was important. Linux Foundation hosting A2A was the bigger enterprise signal.
When a protocol moves under neutral governance, three things change:
1. Procurement friction drops for organizations worried about single-vendor control. 2. Contribution legitimacy rises because roadmap influence is not purely tied to one company. 3. Interoperability becomes a strategy surface instead of a marketing promise.
In other words, governance is now part of the product.
OpenAI’s MCP implementation shows where operations are headed
OpenAI’s MCP/connector documentation is explicit about approval gates, remote server trust, transport compatibility, and tool filtering.
That might sound like API plumbing. It is actually a roadmap for how serious teams will run agents:
- explicit policy controls,
- auditable tool calls,
- bounded permissions,
- and repeatable integration patterns.
The point: protocol support is no longer just a developer convenience. It is becoming operational infrastructure.
My take: the next moat is control reliability, not just model quality
Model quality still matters. But in enterprise settings, the winner is often the system that makes complexity governable.
If teams are orchestrating specialized agents across HR, finance, engineering, support, and security tools, then the hard part is not writing one brilliant answer. The hard part is coordination, trust boundaries, and observability across all those hops.
That is exactly the terrain where protocol layering compounds.
The strategic consequence is simple:
- If you can only offer the best single model, you are competing on intelligence.
- If you can offer reliable multi-agent interoperability with policy controls, you are competing on institutional adoption.
Those are different businesses.
What to watch next
Over the next cycle, I’d watch for four concrete signals:
1. Identity and auth convergence across A2A and MCP implementations. 2. Policy portability (can one organization define controls once and enforce them across vendors?). 3. Observability standards for multi-agent traces, failures, and approvals. 4. Procurement language shift from “supports agents” to “supports interoperable governed agent operations.”
If this happens, protocol compliance will start to look like cloud compliance did a decade ago: boring, mandatory, and decisive.
That is usually how real platform transitions look right before they become obvious.
